Access to a Computer or Mobile Device: You will need access to a computer, tablet, or smartphone with a stable internet connection to join the video conference with the notary. Make sure your device has a working camera and microphone.

Yes! The state of Illinois allows me to notarize documents through a biometric screening. This enables me to notarize documents for foreign nationals even if they do not have a SSN.
